SONCAP（强制性合格评定程序）是Standards Organization of Nigeria Conformity Assessment Programme的缩写。

根据最新发出的通告，除受尼日利亚食品药品管理控制局(NAFDAC)管制的产品外，所有进口到尼日利亚的产品和货物都被定为SONCAP计划管制的产品。除受NAFDAC管制的产品之外，以下产品也不必受SONCAP管制，包括：
1. 食品（Food products）；
2. 药品（Drugs）；
3. 医疗用品(设备和仪器除外)（Medicals other than equipment and machines）；
4. 化学原料（Chemicals used as raw materials）；
5 .军事用品和装备（Military ware and equipment）；
6. 航空相关产品（Aviation related products）；
7. 生产用的工业用器械（Industrial Machinery for manufacturing）；
8. 二手产品(机动车辆除外)（Used products other than automobiles）；
9. 提供给合法的生产商或组装厂进行组装的单车、摩托车和机动车辆组件。（CKD bicycle, motorcycle, automobiles for bonafide manufacturers/assemblers）
按照通告上提供的过渡期，最新的管制产品清单将于2009年9月5日生效。
